United Nations: Overcome the current deadlock in the Israeli-Palestinian peace process

End the occupation of Palestine

The IQNA appeal to the United Nations presents a step-by-step plan for overcoming the current
deadlock in the peace process as soon as possible:

  1. Forty-seven years of occupation of Palestine by Israel is enough;
  2. Israel must transfer its authority over Palestine before the first of January 2015;
  3. From the first of January 2015 onward an United Nations Administration will exercise authority over Palestine including East Jerusalem;
  4. A special United Nations Police Force will keep the recognized borders free from threat or acts of violence;
  5. Israeli citizens living in Palestine, in settlements and in outposts, are offered the choice:
  • To leave Palestine before the first of January 2018;
  • To obtain a residence permit for Palestine while retaining Israeli nationality;
  • To opt for Palestinian nationality.

What would the executing of the appeal mean for Palestine?

After twenty years the United Nations will return into the negotiation process between Israel and Palestine, taking over the role last turns played by the United States of America.

By basing these negotiations all out on the prescripts of international law, Palestine in particular, as the weakest party, will benefit.

Its right of self-determination as supported already by international law is furthermore confirmed in various United Nations resolutions.

In line with these points, the Palestinian state can claim in principle its sovereignty within the borders of 1967 and demand an end to the occupation of the West Bank, of Gaza and of East Jerusalem.

Instead of extending suffering from the unbearable burden of the occupation, Palestine can finally unhindered start using its human and material resources for its own citizens.

For Israel the appeal would imply among other things this

A peace treaty signed by both parties, and an end to hostilities.

Ending the occupation of Palestine and so halting the de facto creeping annexation that is threatening to destroy Israel:

When the occupation continues:

  • Israel will cease to be a democracy because the country would lapse into the role of a permanent occupier of urban Palestinian ghettos and in doing so violate Israel’s declaration of independence, granting equal rights irrespective of religion, sex or nationality;
  • Alternatively, if an agreement on a single state could be reached, which grants these equal rights, then demographics will in time destroy the perception of those who view Israel as a Jewish state.

One way or the other, Israel would benefit from ending the occupation. Israel would finish the expensive exploitation of the settlements, taking up a growing part of the Israeli budget, at present more than 9%.

Israeli society would also gain by ending the preferential treatment of the Jewish settlers who are at present receiving twice as much government support as the average Israeli citizen.

Social life in Israel would be relieved from the schizophrenic strain of pretending to act as a normal modern country and at the same time breaking all human rights records by keeping its neighbor gagged for decades.

Finally the Jewish Israeli citizens might consider that their country, by staying in accordance with the Declaration of the Establishment of the State of Israel and by honouring its promise to ensure “complete equality of social and political rights to all its inhabitants irrespective of religion, race or sex”, will retain its high standing in and support from the international community of nations.

The end of the Israeli occupation and the emergence of a new Palestine should therefore be welcomed by both sides. However, we assume here an equitable accommodation of both their respective rights and interests.
